I would normally be working today, but a co-worker needed to have Saturday off so I volunteered to take that shift and take today off instead. I knew it would be slow today because of the holiday, and I hate being stuck at work on slow days. As a bonus, my bank also credited my paycheck a day early. Now I'm not stuck home all day!

I've seen the reports about GDR3 releasing soon.
Should I try to gain Dev access? I thought you had to pay for that, like $99 or something?
From what I've read I like what they are going to implement. Hopefully they don't fuckup the battery life. My phone barely uses any battery now, and I have much better signal. I also got Glance to work. The update for it helped, and it now will show the clock when I lock the phone, but it goes dark after a couple minutes.

GDR3 goes developer public today!
You don't need paid developer access. Just use your Microsoft account (the one tied to your phone) to set up an account here . This is free and allows you to dev unlock one device.

I guess it's not technically a dev-unlock. There's no option for it yet (the update isn't live), but I'm guessing that once it is live there'll be a notification and a link to send the update to your phone.
Once it's up I'll help you get the update to your phone. I'm constantly refreshing the blogs/listings/fan pages waiting to see the "IT'S LIVE!" notification.

How much risk is there of bricking my phone?
I may just wait until they get around to releasing it anyway. I really don't know how to do anything like program or code, so this is far beyond my abilities.
It's not that I'm afraid of trying something new. I'm not, and I really do want to build a movie library app with bar-code scanning, but I'm very worried about getting it wrong and bricking my phone. I can't afford a replacement or second phone to play around with sadly.
I do appreciate your help and insight with all of this. It's nice to know there are fellow WP8 fans, and to see that MS is trying to make it better, at least for now anyway.

I doubt there is much brick risk here. There are no firmware updates, no new APIs (Application Programming Interface), even the developer blog basically says there's no real reason developers need any early access to this update.
The big reason it's being pushed this way is because, way back in the day, Microsoft said they were going to allow "enthusiasts" quick, direct access to software updates without having to wait for their carriers. This is them finally providing that access.
It's more of a "Fuck you, carriers (read: AT&T. We're really pissed at you). We're Microsoft. We do what we want." Than an early release for developers.

Okay, that makes sense, and lessens my worrying.
I got an email from the WP8 dev site, but it wants to add a company app to sign the e-certificate. I don't have any added, and my Windows account uses a Yahoo email address.
Am I missing something to add the right account for them to recognize my phone?

The company app is just a certificate. The cert attaches your phone to your "junior dev" account you just opened up, and allows you to push the applications you design to your phone. It's completely safe. I believe all you do is hit the add button and you're done. I'll report back if I find any different.

I don't have a company app set up. I tried, but I don't have any domain or server info for it to look for.
The email takes me to a page with a key graphic, and the words "Tap to Open."
Which I have done, but it just asks me if I want to add a company app, I select yes, and it take me back to the key image page IE.
Do I need to find the domain and server info for my MS account to add it as the company app?
Also, Glance isn't showing anything other than the clock. Should it also show emails, texts, calls etc?

Nope, that's all you need to do. You're done with the cert setup.
Glance currently only shows the clock for me, too. More Glance features are coming in Nokia's next update, called "Bittersweet Shimmer".
